The RKA (Richter Art department) identified this building as the General Staff Building.  Compare it to the Pentagon in the USA.

The rear entrance.  I am surprised at the yellow Gothic arches used in the top floor of the main building.  Perhaps the set was mispacked.  That has happened to me a few times.
